Finland Peoples TV law

From 2013 everybody in Finland must pay a TV tax whether or not they own a Tv. The way for the passage is cleared when all parties have approved the idea. 


This super well thought idea is going to hit everybody no matter they've got a low or high income. Well the high ones will have no problem, but what about students, poor people etc?
Isn't it kind of unjust to assume everyone watch the TV at all times and have access to TV via friends, what if they've got no friends? Or the friend got no TV or his/her friend got no, etc etc.

Just like there's asexual people - there's also aTVial people. Meaning, they've got no interest in watching tv nor hearing about it. Now they're going to pay for it, behalf of the assumption. So, this left us with a questionmark. (?) We were eager to find a finnish person, meet P.R

Me: Do you have a tv?
P.R: No
Me: What do you think of paying for one when you dont own one?
P.R: Makes no sense.
Me: What do you think of the new law?
P.R: I know nothing about it.
Me: Ok, thank you for your participation.
